| Abstract | The project aims to meet the following objectives: conducting a study on descriptors that define good ecological status, including establishing threshold values according to Decision COM 2017/848 in order to define the ecological status of marine ecosystems; elaboration of a study on the ecological status of the marine environment; conducting an analysis to identify pressures, impacts and measures to reduce pressures; elaboration of the updated program of measures; conducting the analysis on the measures necessary to be included in the National Strategy on integrated coastal zone management and the Integrated Coastal Zone Management Plan; elaboration of the project of National Strategy regarding the integrated management of the area; organizing a number of 3 debates with relevant actors in finalizing the Strategy and the related Implementation Plan; finalization of the National Strategy on integrated coastal zone management and its Implementation Plan; evaluation of the existing system for collecting, processing and reporting data and information to the European Commission; conducting an analysis on the need to comply with the provisions of the Marine Strategy Framework Directive and Directive 2007/2/ EC; establishing a new program for monitoring, processing, validation and reporting of data and information related to the implementation of the Marine Strategy Framework Directive and the one related to the integrated coastal zone management and the development of the unitary monitoring and reporting framework; elaboration and promotion of a draft law for the amendment and completion of GEO 202/2002 on integrated coastal zone management; reviewing the normative acts of functioning of the public authorities involved in the integrated management of the coastal zone; organizing and conducting 5 training sessions; project management; information and publicity. The work plan is divided into 16 activities. Expected results: elaboration of a program of measures to achieve the objectives of the Marine Strategy Framework Directive for the marine environment approved by government decision; government decision on establishing the integrated coastal zone monitoring program (ICZM); national strategy on integrated coastal zone management approved by the GD including the Integrated Coastal Zone Management Plan; institutional framework for implementing, monitoring and evaluating established and functional policies and strategies; Ministerial order approving the monitoring program for the implementation of the Marine Strategy Framework Directive for the marine environment in the Black Sea Region; draft law for amending and supplementing GEO 202/2002 on integrated coastal zone management approved and published; improved knowledge and skills of the staff of the Ministry of Waters and Forests and of the other authorities involved in order to inter-institutional coordination and streamline processes and measures / actions.
