| Abstract | The Nucleu SMART-BLUE program proposes the following specific objectives:
Objective 1: Deepening the knowledge of climate change, anthropogenic pressures and of the impact generated by them on the marine environment. The proposed targets for achieving this objective include the development of an integrated system of monitoring, modeling, assessment and prediction of physical and hydro morphological characteristics of the factors natural and anthropogenic for the Romanian coastal environment, in relation to the requirements of European policies, complex analysis of long- and medium-term data sets to assess status and evolution marine and coastal physical oceanographic characteristics, evaluation of geomorphological processes on short and medium term in the coastal area, including the effectiveness of hydrotechnical protection works coastal, assessment of pressures and risks generated by natural and anthropogenic factors, development of a system for monitoring, modeling and evaluation of noise produced by anthropogenic factors, as well as a acoustic pressure achieved by anthropogenic factors, assessment of sources and trends of eutrophication and marine pollution using smart specialization for prevention and control, evaluation
primary productivity by specific methods, determining the levels of organic pollutants and inorganics in marine ecosystem components, research on micro wastes in waters and the sediments of the Black Sea and their impact on the marine biota, determining the level of radionuclides from the marine environment, initiating a biomonitoring program by introducing some pollution biomarkers at the cellular and molecular level, studying the biomagnification of pollutants in the chain trophic, determining the concentrations of emerging pollutants in the components of the marine ecosystem, evaluation of the effect of emerging pollutants on some species of commercial interest in the Black Sea.
Objective 2: Advanced integrated marine ecosystem understanding and provision of solutions for its preservation and restoration.
The proposed targets for achieving this objective include the development of physiology research, biochemistry, biotechnology, pathology, ecology, population dynamics, development of indicators for the evaluation of the ecological state of the marine environment and the location of critical points in the operation, prediction or early detection of changes and assessment of ecosystem resilience, monitoring, mapping and assessment of marine habitats, assessment of changes in the structure of the communities in accordance with the abiotic parameters, the study of the influence of changes in the conditions of
environment on the growth and development of marine organisms by culturing under controlled conditions, the development of innovative methodologies and technologies for the cultivation of relevant species in the purpose of the exploitation or restoration of the marine ecosystem, the restoration and conservation of the components the ecosystem with a role in carbon sequestration (Blue Carbon.
Objective 3: Intelligent exploitation of the marine environment as a source of safe food, sustainable and resilient to climate challenges.
The proposed targets for achieving this objective include updating knowledge on ichthyological biodiversity, stock status of commercial and rare fish species, changes biological, ecological and ethological induced by the impact of human activities and climate change, studying other living marine resources with a view to exploiting them as sustainable food sources, the identification and adaptation of new species suitable for marine aquaculture on the Romanian coast in the context of climate change, the testing of alternative mariculture technologies adapted to the conditions of the Romanian coast for species with high market potential
